: The pre lunch hour dharna at the CGM office of Chennai Telephones held
successfully. There was a large gathering from nook and corner of Chennai.

: The whistle blower of EPF case Shri. Suriendar Kumar explained the problems,
anomalies of EPF case in detail. For the upcoming organization activity, preparation and the distribution of black badges, Full mobilization of members for New Delhi , Fund collection was discussed. The circle office bearers shared the
responsibilities. The meeting was conducted at Flower Bazaar Building . The meeting was arranged by Shri. Kishore Kumar, Area Secretary (North).

: After the implementation of second pay revision, the first time bound promotion of 2001/ 2002 Direct Recruited Executives were due from 01.01.2007 onwards.
This issue is highlighted to the PGM(O) through the representation. He assured to look into the issue.

: Circle President and Circle Secretary met PGM (O) and discussed the
seniority issue of JTOs of Chennai and Chengalat SSA. Circle Secretary
stressed the need of maintenance of separate seniority list owing to JTO as
a circle cadre. PGM(O) replied that the seniority list was circulated based
on the existing guidelines issued by the BSNL CO. CS replied that the merger
of a SSA to the Chennai Telecom District is a specific one. Then PGM (O)
said that he will seek clarification from corporate office but requested us
to take up via CHQ as well.

: Annanagar Meeting: The meeting was conducted at Annanagar to discuss about the 45 days Program anchored by CHQ. The preparations were done by the Area Secretary (N) Shri. Uma Chandran.
The pending issues and other issues of relevance are discussed. The circle body thanks

: CS has spoken to GM (F) about the pending issues of DR executives.
The pending issues like the Inordinate Delay in Payment of Stipend Arrears and E1-E2 fixation for some of zones, Implementation of EPFO order dt 13/03/2009, Treatment of training period as duty in the fixation of E1 to E2,The Pay fixation anomaly of DRGEJTOs-2005 batch were emphasized. She assured to look into the issues and was taking up to the higher authorities which needed directions.

: The office bearers meeting was conducted at the HRD road in the urgency of
the upcoming DELHI meet. The issues include the MT RR , ITS absorption, Initial Public Offering of BSNL , Demanding a committee to look into parity benefits of the DR executives and Absorbed Executives along with already pending EPFO implementation order.

: CS served notice to CGM, Chennai Telephones as per CHQ direction about
harassment of DR executives. The lunch hour dharna is to be held at CGM office , purasaivakkam. Members ensure full participation.

: The executive body meet was held at RK Nagar. The rotational transfer
idea floated by the administration was mooted. Executive members raised various doubts and concerns.The apprehensions raised by the office bearers are also noted down. The office bearers
also requested to have discussion with the members to consolidate our stand.

: DGM(A) calls AIGETOA: Circle Sectary and Circle President had a conversation with DGM(A) based on his call . The administration is proposing the rotational transfer based on guidelines issued by CVC. The corporate order also directs the identification of sensitive and non sensitive posts and implementation of the rotational transfer. DGM(A) stated that all the unions and associations are going to be consulted/consulted before making the move. The rotational transfer will be from top level to the bottom level including the non executives.
He added that the rotational transfer will be done in the overall interest of the company .
We received the inputs. Further discussions are also expected.

: Local Meeting in HRD Exchange: The local meeting was held at Haddows
Road Exchange Premises on 02/05/09. Members opined the viability of BSNL , sharp decline in the revenues of telecom services in particular IN services , technical bottlenecks in BB, etc. The 2005 DRJTOs expressed their difficulties faced in their work atmosphere and heavy work load of some of them. The problems will be highlighted to the administration. The circle body appreciates and thanks Area Sectary Shri. UdayaKumar for making the necessary arrangements.

: For the time bound promotion(E1-E2), the date of implementation is from the date of appointment rather than on the completion of 6 years. The clarification has
come finally.

: Meeting with DGM(CA):CP,CS and Dhanasekar talked about the stipend arrear omissions and treatment of training period as duty issues. On the subject of training period, DGM(CA) was in need of the directions from Administration. He assured us about payment of the stipend arrear omissions. We appraised him about the slow response of some of AOs in implementing the orders. Referring EPF issues, he himself admitted that the anomalies were presented to BSNL Corporate office, and he was waiting for the directions.

: Circle President and ACS Paglavan held discussion with CGM on 25/04/2009 mainly about the pay fixation issue of DRGEJTO-2005 and the implementation of EPFO order dated 13/03/2009 . Fitment of 30% as approved
by DPE has not been extended to all the DRGEJTO of 2005.This created the major
anomaly among the same batchmates. We requested to extend 30% fitment to all the
DEGEJTOs of 2005 provisionally till BSNL CO releases the order. Regarding the
Repayment of epf anomaly, CGM asked what happen to the amount paid by the management. We said that as per rule, both the contributions are to be paid by the
Management. He further asked us to meet GM (F) for both the issues. CGM even
suggested the conducting seminar about EPF which will solve out all other
pending problems.

: Regarding the Stipend arrears and E1-E2 fixation, the issue is still pending with some zones. CP highlighted the issue to DGM (CA).Moreover, in calculating the stipend arrears and time bound promotions, there are omissions and corrections. Circle body writes to DGM(CA).

: 2005 DRGEJTO batch transfer case has been discussed with DGM(Admn).CP and ACS Pagalavan fielded the inputs .DGM (Admn) understood the justice behind this issue.
